Is sworn statement admissible?

husband beats you wife, cops arrest the husband, wife refuses to testify and send in the sworn statement saying she made it up with a help of a friend. Cops play her 911 call(where she accused her husband of hitting her with the bat). Would her sworn statement be admissible in the Washington, dc court? she is not showing up just the statement?
